Discover gateway devices

Upsert up to eight gateway-owned devices by stable key. Only a gateway admitted with an owner-set child limit may call this route. No grants or child credentials are issued. Changed manifests revoke grants; owner-revoked children cannot be revived. A batch returns an independent result/error per child. Authenticated gateway requests allow up to 64 KiB.
