Report gateway connectivity and inventory

Report the upstream connection separately from gateway presence. Optional keys are the complete current inventory; missing children lose their grants and queued work is cancelled. Transient upstream disconnection without keys preserves grants. Revoking the gateway revokes all children. Authenticated gateway inventory reconciliation allows up to 512 KiB for a complete bounded key list.
